La legitimidad de las decisiones políticas ¿es posible una justificación epistémica de la democracia?

Cualquier modelo de legitimidad de las decisiones democráticas debe dar una respuesta a una tensión inherente entre aspectos procedimentales y aspectos sustantivos. Una de las respuestas más sugerentes planteadas, es la propuesta por las teorías deliberativas de la democracia. Estas teorías son atractivas ya que aspiran a anular al menos parcialmente la tensión entre ambas dimensiones. Las decisiones democráticas serían legítimas de acuerdo no con criterios independientes de corrección ni por el mero hecho de ser fruto de un procedimiento justo, sino que lo serían en la medida en que derivarían de un procedimiento que tendería a producir decisiones justas o correctas. Charge distribution model in cubic perovskite-type compounds

A non-zero electric field gradient tensor, detected by probes that occupy sites with cubic point group symmetry, was observed in many ABO3 perovskite-type compounds. This breakdown of local cubic symmetry is commonly associated with the presence of oxygen vacancies around the probe. This effect in BaTixHf1-xO3 with x = 0.7, 0.5, 0.3, 0.1, 0.05 and 0.01 is studied in this work. The cell parameters were obtained at laboratory temperature using XRD spectroscopy. The hyperfine parameters were measured at a 181Ta probe in the B site using Perturbed Angular Correlations (PAC) spectroscopy as a function of both temperature and composition. As a common trend, a static asymmetric and distributed quadrupolar interaction, strongly dependent on composition has been observed. The results, together with those corresponding to 1 > x ≥ 0.75, are analyzed using the point-charge model in terms of polarized oxygen vacancies, different covalence of the Ti-O and Hf-O bonds with computational simulation for the lattice positions of cations and oxygen vacancies.Facultad de Ciencias Exacta

Policy Memory in Colombia. Historical Narrative of the National Historical Memory Center

Las sociedades que transitan del conflicto a la paz necesitan buscar la verdad, la justicia y la reparación en relación con las violaciones masivas y sistemáticas de los derechos humanos. La verdad, la historia y la memoria histórica se entienden como fundamentales para la reconciliación y juegan un papel clave en el cumplimiento de las obligaciones nacionales e internacionales del Estado. La construcción de la memoria histórica en Colombia comenzó antes de la firma de los acuerdos de paz como una iniciativa oficial del Estado entre otros mecanismos no jurisdiccionales para satisfacer los requerimientos de verdad de las víctimas del conflicto colombiano. Una dimensión importante del estudio de las políticas de memoria reside en prestar atención a las prácticas narrativas mediante las cuales se da sentido colectivo a las injusticias del pasado. Este artículo analiza el relato histórico planteado por el Centro Nacional de Memoria Histórica, a través de un análisis documental de la producción académica y divulgativa del Centro. Se encuentra que la selección de testimonios orales y los eventos analizados por esta institución presentan la historia del conflicto en Colombia como una suerte de memoria de persecución y resistencia, de aquellos que sufrieron, pero también resistieron la violencia de paramilitares y grupos armados con la connivencia u omisiones de miembros de la Fuerza Pública.Societies that make the transition from conflict to peace need to seek truth, justice, and reparation concerning massive and systematic violations of human rights. Thus truth, history, and historical memory are understood as central to reconciliation and play a key role in fulfilling the national and international obligations of the state. Historical Memory in Colombia started before the sign of the peace agreements as an official initiative of the State among other non-jurisdictional mechanisms to satisfy the requirements of truth of the victims of the Colombian conflict. One important dimension of the study of the politics of memory requires paying attention to the narrative practices by which past injustices are given collective meaning. This paper analyses the historical narrative provided by the National Centre of Historical Memory through a documental analysis of the academic and informative production of the Center itself. We find that both the selection of oral testimonies and the events analyzed by this institution present the history of the conflict in Colombia as a kind of memory of persecution and resistance of those who suffered, but also faced and resisted the violence of paramilitaries and armed groups, with the connivance or the omissions– of members of the Armed Forces

Después de la bulla : Un documental sobre las tensiones de adultez, madurez y precariedad dentro del rock independiente limeño

La presente investigación se centra en el circuito de rock independiente de Lima, los ciclos de vida que cumplen los miembros de las bandas que lo conforman y las tensiones que se dan en su funcionamiento. En ese sentido las preguntas que guían la investigación son las siguientes: ¿Cómo experimentan los jóvenes de clases medias integrantes de bandas de rock independiente la tensión entre el interés de realización personal e identidad colectiva y las demandas de la adultez masculina hegemónica en Lima contemporánea? ¿Quiénes son los jóvenes que constituyen la escena del rock independiente local en Lima contemporánea? ¿De qué manera se identifican con este género musical? ¿Qué significa el rock para ellos? Mediante el seguimiento y registro de las vidas de tres miembros del circuito musical independiente buscamos identificar cómo vivieron la separación de sus bandas, mostrar la realidad que afrontan los proyectos musicales no comerciales y de qué manera su involucramiento con esta escena musical define su identidad actual. La precariedad de las industrias culturales, las demandas de la adultez y la masculinidad hegemónica, así como las características fundacionales de esta subcultura juvenil son los ejes que guían la investigación y los puntos de conexión entre los protagonistas del film.This research focuses on the independent rock circuit in Lima, the life cycles of the members of the bands that make it up, and the tensions that arise in its functioning. In this sense, the questions that guide the research are the following: How do young middle-class members of independent rock bands experience the tension between the interest of personal fulfillment and collective identity and the demands of hegemonic male adulthood in contemporary Lima? Who are the young people who make up the local independent rock scene in contemporary Lima? How do they identify with this musical genre? What does rock music mean to them? By following and recording the lives of three members of the independent music circuit, we seek to identify how they experienced the separation of their bands, to show the reality faced by non-commercial musical projects and how their involvement with this music scene defines their current identity. The precariousness of the cultural industries, the demands of adulthood and hegemonic masculinity, as well as the founding characteristics of this youth subculture are the axes that guide the investigation and the points of connection between the protagonists of the film

Modelo para optimizar la integración de las TIC en los procesos académicos de la Institución Educativa Enrique Suárez del municipio de Almeida, Boyacá.

1 recurso en línea (126 páginas) : ilustraciones, tablas.En este trabajo se presentan los resultados de la implementación de un modelo de integración de las Tecnologías de Información y Comunicación (TIC) en los procesos académicos de la Institución Educativa Enrique Suárez en el Municipio de Almeida, Boyacá. Inicialmente se hace un recorrido teórico para identificar iniciativas similares nacionales o internacionales, buscando variables que hubiesen sido tomadas en cuenta o pasadas por alto en estudios similares, con el fin de proponer un modelo de integración de las TIC, ajustado a la realidad Boyacense y la labor pedagógica de las Instituciones Educativas rurales. Se inicia presentando los resultados de la caracterización de la Institución, para determinar los requerimientos del modelo ajustado al contexto. Luego se plantea el modelo, que hace énfasis en los actores que intervienen en los procesos académicos, proponiendo la figura del gestor TIC, el cual, se encarga de dinamizar los procesos relacionados con las TIC dentro de la Institución. Los resultados permiten establecer a partir de la implementación del modelo, su eficacia y se generó gran compromiso en la Comunidad Educativa por vincular las TIC en los procesos a su cargo. Además, el modelo propuesto, como lo muestran los resultados de la validación hecha en otra Institución, puede servir como guía para realizar la integración de las nuevas tecnologías en Instituciones que cuenten con condiciones similares, en cuanto a los aspectos técnicos, geográficos y de densidad de población. Se concluye que no basta con disponer de gran cantidad de artefactos tecnológicos; su uso adecuado en los procesos formativos dependerá de una correcta integración de estos al desarrollo de las actividades académicas diarias de la Institución.In this paper, the results of implementing a model of integration of Information and Communication Technologies (ICT) in the academic processes of the enrique Suárez educational institution in the municipality of Almeida, Boyacá are presented. Initially, a theoretical journey is made to identify similar national or international initiatives, looking for variables that would have been taken into account or overlooked in similar studies, in order to propose a model of TIC integration adjusted to the reality of Boyacá and the work pedagogical model of rural Educational Institutions. It begins by presenting the results of the characterization of the Institution, to determine the requirements of the model adjusted to the context. Then, the model is proposed, which emphasizes the actors that intervene in academic processes, proposing the figure of the TIC manager, which is responsible for dynamizing the processes related to TIC within the Institution. The results allow to establish, from the implementation of the model, its effectiveness and great commitment was generated in the educational community to link ICT in the processes under its responsibility. In addition, the proposed model, as shown by the results of the validation done in another Institution, can serve as a guide for the integration of new technologies in institutions that have similar conditions, in terms of technical, geographical and density of population. It is concluded that it is not enough to have a large quantity of technological devices; its proper use in the training processes will depend on the correct integration of these to the development of the institution's daily academic activities.Bibliografía: páginas 95-102.MaestríaMagíster en TIC Aplicadas a las Ciencias de la Educació

G2C2 - IV: A novel approach to study the radial distributions of multiple populations in Galactic globular clusters

We use the HB morphology of 48 Galactic GCs to study the radial distributions of the different stellar populations known to exist in globular clusters. Assuming that the (extremely) blue HB stars correspond to stars enriched in Helium and light elements, we compare the radial distributions of stars selected according to colour on the HB to trace the distribution of the secondary stellar populations in globular clusters. Unlike other cases, our data show that the populations are well mixed in 80% of the cases studied. This provides some constraints on the mechanisms proposed to pollute the interstellar medium in young globular clusters.Comment: 8 pages, 6 figures.
